I would probably use that $200 and give it to the tow trucker..
and maybe pay back the $200 to the person who lost his or her wallet.

If you actually pay the money back immediately when you get home, then that would be OK. I'm kind of troubled that you said, "maybe" you would pay it back. If you don't intend on paying the money back the very minute that you touch that money, then that is wrong.
