Well, they often drink at parties where no parents are usually present. So, it's a bit too difficult to prevent.
Especially when people between 18 and 21 are of legal age. Myself, I think the idea of people not being able to drink till they're 21 is moot. In Canada, it is 19, but the legal age is 18... so it's still moot.
If somebody become a legal adult, they should be free to drink if they want to. They are adults, and most may had drank some by then. Which is why I'm saying it's a moot point.
But I am very, very serious when it come to drinking and driving. I'm pretty intolerant of having these taking place. Tougher laws need to be enforced, and people need to be punished for it. Why?
Because once they put themselves behind the wheels while intoxicated, they are putting the others' lives on the line. Regardless of what age range they are, self-responsibility come first, not pleasure.
The best way to prevent these situations from occurring is to teach the children on how to be responsible and try to help their friends out when it come to drinking.
