If the partner was a "partner" at the time, and was not listed under 17C, then the form was not filled out truthfully.

When the agents knock on the neighbors' door, they'll find out someone is "cohabiting" with the service member, so it's better to be honest from the get go.

And I did read the description. It could apply to anyone with whom one has a close personal relationship.

Yes. And numerous other people as well. But we don't know that the partner wasn't listed, nor do we know that they were cohabitating at the time in question. A marriage certificate doesn't prove that.
