The law simple said there must be at least 2 or 3 people in vehicle to go though HOV lanes. The purpose of HOV is to reduce the congestion on the highway. It worked most of the time. The only thing I object is that some people do bring dummies and fool others! Yes many of them got caught!
Anyway, at this time where I live, there is no such HOV lane here!!! Thank god! I rarely see traffic congestions around my town! The only time there was congestion is change of construction on road or severe accidents. But other than that, it is NOTHING!
