Maybe because the victims of child support are ... children, who are a vulnerable group of people who depend on others to look out for their best interests.

Victimizing children is something different than victimizing adults. Or at least that seems to be the impression people have.
 
Actually, what is being discussed is the concept of punishment...not negative reinforcement. Many people confuse the two, but they are not one and the same. They are actually very different concepts.

Negative reinforcement serves to increase a behavior. Are you asking if we need to take measures to increase criminal behavior? Given that your question and your explanation are contradictory of each other, it is a question that is impossible to answer.

Lets see - "Negative reinforcement serves to increase a behavior." A bunch of "intelligent mumbo jumbo" there. Care to make it clear? What behavior?

I'll go more in depth after we're clear on what "Negative Reinforcement" means.

That way we can see, crystal clearly, that I do not want to increase criminal behavior...

Whatever behavior you care to name. And, yes, negative reinforcement is used to increase a desirable behavior, not extinquish an undesirable one.

Spank your child for while potty training to increase the incident of it using the bathroom properly. I believe that is negative reinforcement.

Then exactly what behavior are you attempting to extinquish in your poll? You ask about whether people agree that American needs more negative reinforcement. Negative reinforcement in order to increase what behavior? Your question is too vague.

Likewise, the whole thread is devoted to a discussion of punishment, which is not negative reinforcement at all.
