Crazed man eats face of another man while alive

I don't think the OP in any way suggested the report was "official"

I ask again - would you say it is safe to say it is assumed that this "Hannibal Lector" was under influence of drug?

Chemicals Used in "Bath Salts” Now Under Federal Control and Regulation
DEA Will Study Whether To Permanently Control Three Substances

OCT 21 - WASHINGTON, D.C. – The United States Drug Enforcement Administration (DEA) today exercised its emergency scheduling authority to control three synthetic stimulants (Mephedrone, 3,4 methylenedioxypyrovalerone (MDPV) and Methylone) used to make products marketed as “bath salts” and “plant food”. Except as authorized by law, this action makes possessing and selling these chemicals, or the products that contain them, illegal in the United States. This emergency action was necessary to prevent an imminent threat to the public safety. The temporary scheduling action will remain in effect for at least one year while the DEA and the United States Department of Health and Human Services (DHHS) further study whether these chemicals should be permanently controlled.

Mephedrone, also known as 4-methylmethcathinone (4-MMC), or 4-methylephedrone, is a synthetic stimulant drug of the amphetamine and cathinone classes. Slang names include meph,[5] drone,[6] and MCAT.[7] It is reportedly manufactured in China and is chemically similar to the cathinone compounds found in the khat plant of eastern Africa. It comes in the form of tablets or a powder, which users can swallow, snort or inject, producing similar effects to MDMA, amphetamines, and cocaine.

Methylenedioxypyrovalerone (MDPV) is a psychoactive drug with stimulant properties which acts as a norepinephrine-dopamine reuptake inhibitor (NDRI)

Methylone, also known as "M1", 3,4-methylenedioxy-N-methylcathinone, bk-MDMA, is an entactogen and stimulant of the phenethylamine, amphetamine, and cathinone classes

Oh i see, substance abuse then.

Oh, it's a substance alright.....lol. A substance made with stimulants of the amphetamine class and psychoactive drugs.

LOL.

Anything that has a mood altering or cellular effect is considered a substance. Even coffee and alcohol are substances. It is just regularly used to interpret illicit drugs.

People have died from abusing certain drugs, including alcohol and caffeine. Cocaine is a substance. So is marijuana though no one has died from it directly. And even "bath salts" with its total effects are still unknown. All of them are drugs and the potential for substance or drug abuse. Just say no to drugs. Good advice I'd say.

More from the DEA:

Legal status in the United States

On Friday, October 21, 2011, DEA published a final order in the Federal Register exercising its emergency scheduling authority to control three synthetic stimulants that are used to make bath salts, including: Mephedrone, 3,4 methylenedioxypyrovalerone (MDPV) and Methylone. As a result of this order, these synthetic stimulants are designated as Schedule I substances under the Controlled Substances Act. Schedule I status is reserved for those substances with a high potential for abuse, no currently accepted use for treatment in the United States and a lack of accepted safety for use of the drug under medical supervision.
