Maybe in your area. Not in my area. They do both kinds of services.
yea it pretty much depends on budget and stuff. in here - we pretty much have everything. I was amazed at how many different kinds of FDNY ambulances we have. These are designed for "mass emergency" - not sure what's the proper term for situations like 9/11, airplane crash, etc.
At JFK Airport, the Homeland Security training drill put out a highest level emergency broadcast and pretty much a whole squadron of FDNY, NYPD, Port Authority, FBI, CDC, etc. came. They never knew anything about it in advance. It was a surprise test. They were told that an airplane had crashed and hundreds of people were injured.
they did triage and for those with non-life threatening injuries... they line up at mobile hospital which is a bus. it's a quick touch and go. people enter from rear and exit from front. felt like a factory line. and dozens of ambulances lined up to deal with critical cases to take them to hospitals.
We also did a scenario where an airplane had to be quarantined because of an infectious agent. There was couple of other scenarios that were highly classified and only limited to armed emergency rapid response teams. When the whole training drill was over, we hopped on the buses to head back to terminal and we passed by it. There were a few overturned cars and it looks like a small warzone. I guess they were training for something elaborate like a bank robbery from Heat movie. I was told that it was also a training drill for firemen to deal with car bombs at airport.
