well Puerto Rico doesn't count as part of 50 states so.......

Correct - but however - Puerto Rico is always considered being part of the US Terrority, so that has to count for something.
 
When they start putting Stop sign in Spanish is when they should have Spanish written driving test.. Other than that, if you can't read read the signs in English, then it is not safe.

I just drove by a sign that said new traffic signal (means they changed the road patterns) I think adding spanish under that would make it even harder to read because the words would have to get smaller to fit both English and Spanish.. and we all know that we can't read small words from the distance.

it is better if they rode the public bus.. No one would ask for their license there. Either that, or learn basic English for safety.

Not here in California. We bought a new truck and removed insurance on old truck. DMV send us a letter right away and warned us that we cannot drive the old truck unless we have an insurance. We already sold the truck few months later. If you do not have insurance on any vechiles, tow truck will come and tow it till the costumer have proof of insurance and pay the fees. Very expensive. Insurance companies have responsiblity to report to DMV right way if we stop pay it.

I have one sign (from LA county) on the street not too far from here , it is written in spanish only. How hell am I suppose to read it since I only read English.

the fact still remains that there are handful of illegal immigrants as licensed & uninsured drivers. Not all are from CA. They migrated to CA with vehicles from other states (obviously with more lax law than CA).

Of course we do have some of them here legal and illegaly. But with vehicles from other states, cops around here tend to pull them over to search for no appearntly reasons unless they suspect them having no license and out of state tag expired. I have seen them on my route from time to time.

the foreign visitors are exempted from this.... assuming that country accepts International driver license.

that's true... these symbols are almost universally understood as well.

I'm not asking for motorists to learn English fluently but just basic. but then yes.... like always in any policy - banning non-English speaking drivers will lead to unlicensed drivers but the fact still also remains that illegal immigrants still can obtain driver license anyway (illegally or not). If they can get it, so can non-English speaking immigrants.

That's not true, many non-english speaking foreigners know about symbol of signs and basic english like turn, left, right, west, north, east, south, stop, speed limit and other words, that what I know when I used to lived in mostly spanish speaking city, they prefer to take test in language as it's their comfortable.

Ride the public bus isn't option if they live in rural or suburb area or cities with lousy public transportation, they will continue to drive without license and insurance.

In Europe, non-french speaking people like from UK are across to France for trip and sometime as new resident, it's not fair for US.

English only driver test don't make any better, neither is safety but make more worse, such as you could get in car accident by unlicensed, uninsured foreigners that don't know how to speaking english, however you can sue them but they will be poor and file for bankruptcy, you don't get anything after sue them in court for uninsured.

It could be in question and it does interfere with ADA.

well Canadian & Mexican drivers can drive here. Point is - they're licensed. If they want to be licensed by American DMV - then please learn English :)

because the law allows them. I'd like them to pass the law requiring it to be English-only and I also would like USA to make English as official language as well.

And I agree wholeheartedly!!! I feel if they aren't "smart enuf" to learn basic English, then they darn well are not smart enuf to drive! One of my neighbors are Mexicans....the husband knows no English, but the wife speaks broken English....He drives, but she doesn't! I know a few words in Spanish and I'm deaf....so I don't see any excuse here!
