I wouldn't put the supposedly 'dead' CPU on a new motherboard because that dead CPU could also damage the new motherboard too. The circuits inside the CPU could be fused due to overheating. IMHO... It's good idea to test it on a cheap motherboard. I don't know about your other hardwares but...

Yes it's legal to cut the branches off if it's hanging over your property and the neighbor can't do damn thing about it. It's the same for telephone and electric companies cutting the trees' branches so it won't touch the wires. They don't ask for your permission.

Buy some Epsom salt, its real cheap. Dig small holes around tree trunk, pour salt and soak with hose the salt will kill the roots almost instantly and you should see tree start to die in a few weeks. Leafs will turn fast. Hope this helps, its a cheap way to kill a tree.

It depends if someone has wronged you then you can do vengeance. It depends on the circumstances, the reasons for it and whether it's lawful.
