Lawyers have tried for months to find terps. You only need a minimum of a level 3 terp for conferences and case preparations. Level 5 in the courtroom.
There's no level 3's available for the 2 clients and 2 lawyers.
And the appeal will be made on that very basis but the city can counter that the interpreter shortage played a role in their difficulties in securing communication services and that's a valid excuse to throw the ADA out the window.
