Some cable providers "ERASE" the captions accidentally, due to things like equipment limtiations, buggy digital set top boxes, transmissions between cities was missing caption information, etc.
Basically, the captions are there, but your TV don't see them because the cable company screws up!
That's why sometimes somebody sees captions when you visit your mom, but don't see them on your TV on the SAME show -- because some satellite/cable providers are better than other satellite/cable providers!!!!!
Sometimes upgrading from analog cable into digital cable, causes problems, some people can sometimes lose captions -- because of buggy software in some early boxes, which then have to be fixed by upgrading the box, or bugging the cable company if they know the captions work on their satellite TV subscription (among those lucky few who have both cable and satellite -- and noticing that some channels are captioned differently on both, due to glitches!)
And if you are a HDTV television owner, that your HDTV channels have no captions? Until the digital cable box is upgraded; and sometimes it still doesn't work properly for certain TV channels?
It's so inconsistent -- the same TV shows is captioned only on some cable companies and satellite companies -- but not when you're subscribed to others or in a different city with older cable infrastructure, or when using an older model of a digital set top box.
Some people don't have problems -- they are lucky -- they chose a good cable television provider!
Other times, it's the TV program's fault (For example, CNN has no captions at 2:00am....grumble!). But sometimes the missing captions are the cable/satellite company's fault.
