It should've been Obama\White House to mean the "administration."
or you could simply say "White House" because we know who is the President. wondering why the big emphasis on "Obama"

The headline (which is usually produced by the editor, not the writer) using the word "administration", which would be the administration of President Obama.
The lead uses the term "Obama administration", which is pretty specific.
That being said, "Senators Threaten to Sue Obama White House For Withholding Info on Ft. Hood Shootings" is probably overkill since we know who is in the White House. Also, by using "White House" instead of "administration" it implies the White House staff rather than the broader administration.
Sometimes headlines are driven by character space as much as content but in this AD example, "Obama White House" isn't any shorter than "administration."
But, hey, that's the career editor in me.![]()

You have a point there. Using the titles/headlines that are provided by the original sites should be a "safer" alternative as long as the sites themselves are reasonable.![]()
