Not him either. A lot of people have no clue what rural exactly is. The general accepted definition is that it's back in the countryside.
A ton of mountain towns are rural, just because it is smaller than 20,000 people and at least 20 miles away from the closest city that has a population of 50,000+. This is according to the USDA Rural Development office.
That is why I threw in the mountain town of Estes Park picture. Estes park does not feel rural at all, but it is.
Rural or not - if you drive more than 10 miles to rent a redbox movie, you're a fool. This is why a friend has a netflix sub.
An Overview of USDA Rural Development ProgramsAmended the Consolidated Farm and Rural Development Act of 1972 to increase the grant amounts authorized to be made by the Secretary for water and waste facilities. Revised the definition of “rural” and “rural area,” for the purposes of eligibility for grants and loans for such facilities, to limit eligibility to those cities, towns, or unincorporated areas with populations of no more than 10,000 residents.

But the definition of rural is not all that clear cut.
