Osama went to Afghanistan to train fighters to fight the Soviets when they invaded in 1979. He was funded by the CIA, who also provided training and logistics for the "Mujahadeen" fighters. Many of these fighters continued to be loyal to OBL after the Soviets pulled out of Afghanistan, eventually becoming what is known as Al Qaeda. These are FACTS. Not conspiracy.
So, the CIA didn't exactly create AQ, but without their help, OBL wouldn't have been as successful in gathering an army in Afghanistan.
Going to be a smartass: CIA allocated the money to the Pakistani military. The Pakistanis hated Ahmad Shah Massoud and other native Afghan warlords, so the foreign jihad leaders received the aids instead. It's the Pakistani hatred of the Northern Alliance which created the mess.
Why was America aligned with Pakistan, despite such radical interpretation of Islam? Because India was aligned with the Soviets. Unfortunately after the Soviets left, it was the native moderate mujahadeens were pitted against the more radical and foreign mujahadeens engulfed in a civil war. Guess who won.
