You don't drive with parking lights because they are PARKING lights. Get it? They are for parking.

Parking lights are not bright enough, nor positioned properly, for driving.

Never use high beams for fog.

I use my low beams and fog lights.

If you are pulled off the road, you don't want to leave your headlights on because a car approaching you from the rear in the fog might think you are still driving on the road.

Doesn't your manual explain anything? Do you own a car? Your owners manual should also explain the functions of your car.

Parking lights are steady; emergency lights "flash".

I don't need use parking light but that's impossible to said "parking light" and it required to use headlight when drive at night, also use low beam because it's show polite to people, if you switch into high beam then people would have hard time to see when driving, as it's part of rude.

Yeah it is rude, at first I didn't know why we need high beam light...
but it said it is for open country when other cars are not near or on dark city streets when no other traffic would be affected by your high beams.

Yea, if you live in country with fewer cars and lacking of road lights then you can use high beam. We can't use it because alot of traffic, all of freeway in LA metro have lights, bad traffic congestion during evening and all of streets have lights too.

Let me answer by numbering your questions.

1. The manual doesn't tell you your state's law, as that is not the purpose of an owner's manual and that is YOUR reponsibility to know your state's/province's laws. When you obtained your driver license, you implied by consent that you did, indeed, read the entire driving manual and understood everything.

2. Low beam. High beam only at night and no cars coming toward me; I also use them in the parking garage so I am not mistaken for anything else.

3. Off the road means just that . . . off the road, in a parking lot or stay at home or the place you're at until it lifts. If you're driving in it, if you're going faster than your lights can illuminate in front of you and you can't see, you are going way too fast. If it's daylight and you can't see, slow down or get off the road. If it's raining, put your headlights on so others can see you (some states/provinces it's the law) . . . automatic driving lights are insufficient, as your tail lights need to be illuminated, as well; they are not lit when driving lights are on only. Here in Minnesota, when it begins to rain, it's the law that the headlights are to be turned on. Wipers go on, so do the headlights. Certain cloudy days I have my headlights on, depending on what the conditions are.

4. Parking lights is the first setting for the headlights. Emergency flashers (aka four-ways) should be a separate button/lever to activate.

I use high beam during very dark and clear nights roads so I can see better.

I use low beams in the fog, high beam doesn't work in the fog because it causes too much reflection from the moisture in the fog. Foglights work better in the fog, I think.

I think the parking lights are meant for parking in a busy spot where people can see your car in a dim spot when headlights will blind people driving cars.

Many new cars are equipped with daytime running lights which is similar to headlights but they automatically come on when you turn on the engine. They're good for driving on the long stretches of the freeways where other people can see you from behind or in a long narrow roads where it's dangerous and need to be seen.
