Germany proposes hefty fines for spammers

BERLIN, Germany (Reuters) -- People sending junk email, or spam, in Germany will face fines of as much as 50,000 euros ($65,190) according to a draft law agreed by Germany's ruling coalition of Social Democrats and Greens.

"Spam email is a big problem. It causes economic problems and costs people a lot of time," Daniel Holstein, a research associate for the Greens, the junior partner in the government, said on Friday.

"We hope that (the fines) will make people think twice about sending spam," he told Reuters. The law will have its first reading in the lower house in the second week of March.

Some 80 percent of emails sent worldwide are spam and research has shown that junk communications can cost billions of euros. Companies have to buy extra computer capacity to cope with the influx of emails and workers waste time checking spam, Holstein said.

The law will prevent spammers from disguising their name or the nature of the email.

It has been illegal to send spam in Germany since July last year, but the ruling coalition hopes that the new legislation will help provide more effective protection.

No, it has nothing do with % of the yearly income. Depend how many speed you drive in the town or countryside, aloholic eg, then you has to pay the fine to follow traffic ticket rules. I will create the thread with the list of traffic ticket catalog soon.

As always, you made up the stories again, again and again. Here's facts:

Faring better with the panel was a proposal by Senator Charles Schumer (D-New York), that creates a national "no-spam" list much like a national do-not-call telemarketing list. Supporters said the bill would at least give e-mail users or enforcement agencies a place to start court action against spammers.

Although Kramer called for a law allowing private lawsuits, he and others panned a proposal by Lofgren, (D-California), that offers a bounty to people who report spam offenders and requires commercial e-mail to be labeled "ADV." Spammers will simply ignore the labeling requirement, and it will penalize legitimate marketers because recipients or ISPs will filter out e-mail labeled "ADV", critics said.

Still, Senator Bill Nelson (D-Florida) called for even stiffer penalties on spam containing fraudulent transmission information. CAN-SPAM allows for prison terms of up to one year for such activities, but Nelson offered an amendment that would allow racketeering charges under the Racketeering Influenced and Corrupt Organization Act. In May, Nelson introduced an antispam bill invoking RICO. He argued the RICO charges would let law enforcement authorities seize the assets of businesses engaged in spamming, but he withdrew his amendment after others on the committee spoke up against it.

Critics charge that spam e-mail clogs networks and is a nuisance for many users. The goal of the legislation is to prohibit the advertisement for pornographic Web sites, get-rich-quick schemes and the numerous other types of spam e-mail that flood into e-mail systems each day, said in a statement U.S. Representative Gene Green, a Democrat from Texas who helped introduce the bill. The information contained in spam e-mail is never requested and thus should not be delivered, he said.

There are many more that democrats kept introducing the bills.... I hope this time, these facts will shut your raving up for good but I highly doubt it ever will.

Then blame your party for not voting to get it pass.

I stated the facts that democrats kept introducing the bills, it means that they does support it. You just love to make up the stories, that's all.

Edit: Of course there are some democrats who didn't vote or vote against these bills. Your party's fault lies in this matter as much as democrats'.

Yeah all democrats care about is getting george bush. They all lash out against the war in iraq.I didnt hear one liberal reject when bill clinton attacked KOSOVO and Somalia plus men did die in somalia and not one liberal newtork put up the names men died in somalia on the news or even showed coffins with american flags on . Not one liberal senator objected when clinton bombed kosovo. And Ted Kennedy kept has mouth shut the whole time clinton attacked somalia and kosovo. Now you tell me whats so differant from iraq and compared to somalia and kosovo.

Ravensteve, I cant see the sense what you made your posts here because I am talking about Spammer here. :|

ravensteve, ok now you are raving. it is no use to discuss/debate with you any further.
