Only IF you can prove it. As already noted, CP (Cerebral Palsy) is caused factors not always the result of human negligence. CP is caused by brain damage brought about by oxygen deprivation either before, during, or after birth. One reason you see alot of these commercials about suing for "birth injury", is because, CP can result when the cord is wrapped around the baby's neck cutting off vital oxygen. The wrapping of cord around the neck is considered the "birth injury". However, the resulting CP is NOT! There are many factors for why the child's brain may not get adequate action before, during or after birth, so you can't always sue for damages. You also almost never win!
 
Theres a woman who died while giving birth,She bleed to death and her husband sued her doctor and Martland General Hospital in New Jersey for $5,000,000

Personally, I think that the government is going a bit too far by giving more care to criminal than non-criminals. I've seen cases where men sue the prison system for not providing him porn magazines or another case involving a prisoner being restricted from following his "vampyrism" religion. Also, a lot of criminals get better benefits in jail than in the real world. I've heard this to be the reason for homeless drunks. They get themselves arrested almost every night, just so they can sleep in jail peacefully.
 
I dont think prisoners should get ANY RIGHTS!..When you break the laws you LOSE ALL YOUR RIGHTS! The only rights you should get while in prison is FOOD,CLOTHING And SHOWER.
NO EXCERIZE YARD!
NO WEIGHT ROOM
NO FREE CABLE TV
NO VISTORS Except your lawyer
NO MEDICAL CARE UNLESS YOURE SEROUSLY SICK
And Youre totaly locked down in your cell and you dont come out until your time served.

Those should be prisoners rights
