This is not 1950s. Many guys go to jail for DV even without hard evidence. At different times, two friends of mine went to jail for DV after their wives told the cops that the husbands tried to hurt them. The wives didn't need to prove it. The cops' job is to protect and serve. They mean business now, not like before. Same with our courts, they will not let abusive people get away with it.
I left mine. And what happened? He nearly killed me. I could have gone to the cops, but one of the rapists was a cop in our small town - his frat buddy. They did this in front of my 3 year old baby. And what did the judge do? He made me go back to my ex-husband because he felt deaf mothers are not fit to raise children alone. My lawyer was so stunned that he actually quit the legal field. This may sound bizarre, but it's the truth. And unfortunately, it happens more than we care to admit.
The fear of retaliation is a legitimate one. Police departments and courts do not always protect and serve. When my oldest daughter was in kindergarten, there was a cop who came to visit the school. The kindergarten teacher said "Police officers are your friends." Then she overheard my daughter softly say, "Not when they hurt my Mommy." Now we know she does remember some of what happened. And that's the price I paid for leaving.
