Consequences for not filling out Census:

Texas is counting on the 2010 Census to deliver four new congressional districts, four new Electoral College votes in presidential elections, and millions of dollars in additional federal aid. But, as some elected officials are starting to worry, Uncle Sam can't deliver anything to the rapidly growing Sun Belt state unless Texas residents deliver their forms back to the government.

As of Friday afternoon, only 27 percent of Texas households had filled in and returned their census forms — well below the national average of 34 percent — according to computer data from the U.S. Census Bureau. In Harris County, the response rate is 23 percent. Houston's returns are running at 21 percent.

What's more, he added, “it's very important for people to fill out the census because of reapportionment and redistricting — and Texas stands to gain four (House) seats.”

But Texas can only get those seats, and the congressional clout that comes with it, if Texans stand up to be counted. Any conservative revolt would only reduce the representation in conservative areas of the state, such as rural Texas and the outer rings of suburbs surrounding its largest cities.

What's more, an under-count in Texas could cost the state more than just representation.

For every Texan missed, the state will lose an estimated $12,000 over the next decade in federal funding for transportation, agriculture, health, education, and housing, said Frances Deviney, director of Texas Kids Count, a nonpartisan group in Austin.

Houston is 13% below the national average. Sounds like a GREAT thing for the GOP to me. The conservative revolt involes not answering the additional questions. We know the headcount is important

Head count doesn't mean a thing. They want to know age, gender, race, and all so they can figure out WHOM they can allocate funds for schools (that's for kids), the minorities (that's like.. non-whites), the females, et all.

Head count means NOTHING. The Constitution makes it clear, it can ask more questions as directed by law.

YOU FAIL.

What additional questions? Race and gender? Why is that a problem?

They can ask all they want....

I...........Don't ..............Care :)

Not answering. I don't believe they have a right to that information.

BTW The head count is the purpose of the census. That is clear in the Constitution. Can they ask more? Probably. Can I refuse to answer? Yes. Will they fine me? Probably not and if they do.....oh well.

There been talks about adding deaf as race as far as selecting "Other"

They want more deaf friendly schools and such. Which is understandable, but I feel that if we keep going by the population to determine funding and such, then the smaller area will not have very much funding. I rather if people speak out what they need.

deaf as race? lol no way. not gonna happen. I wouldn't agree with that notion.

The fact remains......if it's Houston that is not answering it is a good sign for the GOP

I think she is talking about the blogger that answered that way.

BTW I got a postcard in the mail with details about the Census. That is 3 mailings now.

Good luck having a Census person come knocking on your door one day. Waste of taxpayer's money.

The entire census is a waste of money. Especially in this economy. Those Census door knockers need something to do anyway.....we hired a bunch of them. A nice ruse to inflate jobs created.

I look forward to their visit though....I still have some snickers bars left over from Halloween

There is no "talks."

It's one vblogger, and a lot of people consider him way too radical.

Title 13 of the U.S. Code controls the conduct of the census, as per the Constitution.

Article 1, Section 2:

[An] Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct.

That above "Law" is Title 13 of the U.S. Code.

Relating specifically to answering the census questions:

US CODE: Title 13,221. Refusal or neglect to answer questions; false answers

So far a letter announcing the census, the census and a postcard with details about the census.....Can't wait for the thank you card. This is my 3rd census....never got more than one mailing before.

I'm not sure if it is just one person, If it was just one person, I don't know many agree with him. Not that I care anyway. I do know that several blogs were talking about it. Amazing how one man get everyone talking. Or maybe he isn't the only one? Because there have been deaf people who saw themselves as race because of their deaf gene.

Does this mean you have to fill out race even though you are biracial?

I'm a Texan resident, and did fill out the form for around 10 minutes. Did mail it. A few days later, I got a census postcard. I was in Southern CA two weeks ago, and did see the Census Billboards there. I am very curious about race thing, because the minority in the US is becoming the majority. I am one of them.

What's wrong with Census records? If you are into genealogy, you can look up the list of names on the census records for family history research. Awesome! :-P
