You have this backwards. Social Security in the USA is mainly a retirement program although there are a disability and dependents components. But, both the disability and dependents parts are based on prior work and payment into the system either by the person that became disabled or the parent of the minor receiving benefits.

That's correct about SS retirement and SSDI but they also provide SSI to no-income or low-income people (including children) who must be disabled or at least 65 years old.
