Handcuffing Deafies....

Simple solution to whole this by avoiding being arrested.
 
Oh yeah, you would think that would be part of their training. Of course there are a few occassions (car chases ect) where they are going to slap on the cuffs right off the bat. Even then they should change the position once the situation is stable.
I'm thinking the same thing. There are people out there who can fake deafness and there are deafies out there who don't appear deaf at first. So, their first response would be to handcuff the person from behind. When it's determined that being handcuffed in the front is necessary, then it will likely be done.

When handcuffed from behind, it becomes harder for that person to do anything to others. That's the main reason for this approach. Even deafies have the same risk as hearies. So, better safe than sorry.

The calmer you are, the more likely the other person will listen to you. :)
 
I think so; it just might take 6 months to get batteries. :lol:

the more reason to add sign language. no one should be punished for being deaf. But at least deaf prisoners can teach other prisoners basic signing.
 
I talked to someone who is the authorized officer. The authorized officer still would give deafies handcuffed in the back. Like why did they cause craps in the first place. The authorized officer said, it's safer for them when those handcuffed on their backs.

Yes, officers still do handcuff deafies in the back....going back to the original story, I asked IF THE ADA LAW stated that deafies be handcuffed in the front.....since this was a conversation I had with someone on the VP......Is it the ADA law??....And if so, the Officers are not following it...

Why are some people handcuffed in the front and not the back?....

Hand cuffing hearies in the back does not deter their means of communication, they still can "talk"......but in the deafie's case, it does, since deafies "sign".....they cannot even "write" hand cuffed in the back.....all they can do is sit there.....while hearies can answer (speak) any question the officer has.

So, again, deafies get the "short end of the stick"!....Some are even taken to a mental hospital for evaluation, due to trying to "sign" with body language....making the Officer think they are trying to escape, or thinking the deafie is acting "crazy".....
 
Was chatting with my friend the other day on the VP....he mentioned that under ADA law, when a deafie is arrested, they are required to be handcuffed in the front, not the back.....But, still the police handcuff them in the back.

What about oral deafies? HOH, etc.? the same "ADA law" stands? I've never heard of any deafie filing suit if they are handcuffed "from the back", which means they can't sign.
Seems to me no matter where you cuff the deaf person you are still restricting them from using sign language. :dunno: what's the point of the law?

They did say that they haven't heard about ADA LAW about it. :dunno: They are trained to be like this situation handcuffed in the back.

I highly doubt that there is a provision in the ADA regs that the deaf be handcuffed at the front.
 
The Deaf almost never have any good experiences with police. It’s not because we’re criminals or because we give them hard time. It’s simply because we can’t hear and they don’t understand that.

I mentioned a while back about the “second set of knowledge” that comes from life experiences; there are too many stories of deaf people being treated with excessive force, being beaten up, being shot at, being arrested for the wrong reason and then the situation escalating because the deaf person was angry and confused and the police refused to cooperate.

Deaf people have been thrown in jail for days without any interpreter or phone calls or accommodation, not knowing why they’re in there. Many times, when problems arise, the cops think that the Deaf are faking it and step up their “toughness” with disastrous results. And I know this from personal experience: When a deaf person even goes as far as to show an extremely exasperated facial expression or hand gesture, it’s good enough to get you arrested.

Worst of all, when deaf people get arrested, cops frequently handcuff the hands BEHIND THE BACK.

When you do that, it pisses us off very very much. So imagine an upset, distressed, agitated Deaf person being roughly treated and now their voice is being taken away with the handcuffs behind the back.

Without their hands, we can NOT COMMUNICATE and hell often breaks loose. And when they DO call in interpreters, I can guarantee you that calling in interpreters with even DC’s Metropolitan Police Department will take HOURS. Even worse beyond DC’s borders, sometimes there are no interpreters at all in rural areas. Sometimes they call in someone who can “sign” but are barely marginally qualified.

And you think we the Deaf people are stupid? We’re gonna sit there at the police station and say “Hmm, that’s ok, you don’t understand us the deafies… This is all just a big misunderstanding”?

No. The reality is that, we know our legal rights pretty well. We’re not afraid to speak up, to be blunt to the police, to raise our voices and demand our rights being protected. This is often met with more intense antagonism from the police’s side. When it is all over, we are disheartened and frustrated when the police "gets away with it," which is nearly always the case.

rockin', as much as I understand what you are saying, and because of being deaf, I don't think the point of arrest is a good time to talk to the police, anyway.
 
You can stil sign while cuffed in front.
Perhaps some signs but there are also many that you would not be able to do. Especially two handed signs where the space between your wrists need to be apart. Even as someone that is not a fluent signer I can see how there would be many signs you can't do in cuffs.

correct. it doesn't exist but there is the clause for "reasonable modification" under certain circumstance.

It didn't happen to me, still. I let them blahhing off their mouths to me for nonsense for hours. At last, they finally wrote down some notes but I couldn't write anything back to respond to them, why? I was still handcuffed to my left hand and I cannot write with my right hand. D'oh! :jerkoff:
 
Edit: By the way, how did I get away from charging me a nonsense crime? I told them (wrote a note) that it's a violation against ADA law code for handcuffing a deaf person with ASL behind of its back and also violation for refusing to provide an interpreter, and they could face a suit. They refrained and let me go. Hope they learned a lesson in near future.
