Handcuffing Deafies....

I read that any thing a deaf or HOH say to the cops can't be used against them unless the deaf or HOH person had someone there to interpreter for them.

Like I said in another thread......I just saw a case on "The First 48". They were instructed not to ask anything until a terp was present to make sure they understood their rights. This was in Louisville.

Oh I didn't mean it like that. I had just brought up that episode in another thread.

As for they question.....Dunno....maybe it was for the cameras.
 
I believe some states have those for drivers licenses.

When my car was T boned , I was knocked out for awhile and my car took on a real hard impact , in fact it was so hard hard both of my hearing aidswhee knocked out of my ears1 So when I woke up in ER I could not hear anything and the no one knew I was HOH . It took me a few minutes to come through and realize my HA were missing. It would had helped a lot if I had some kind
ID saying I was HOH so people why I am not answering them. I am just glad I had no need to for an HOH ID again.
 
nope. they are not required.... not if deafies are hostile/dangerous.

I was thinking about that. If you handcuff someone in front, you have just given them a lethal weapon to be used to strangle the cop. :hmm:

exactly. it's for everybody's safety. beside - once you're arrested, there's nothing more anybody can do at that point. Just wait until you arrive at police station and then you can start explaining because they will uncuff you. or wait until you're inside the police car where the officer will attempt to communicate with you.

Why make things worse for yourself while getting arrested? You will end up getting tasered, maced or a beatdown by cop(s).
 
A deaf person could have a medical condition that they want the police to be aware of.

I just want polices to know if someone doesn't respond to them or start waving their hands (signing) don't just into conclusion that they are not cooperating with you, check to see if they respond better by using a different method of communication.

we all have kinds of problem - pacemaker, diabetes, seizure, etc. I'm sorry but I'm not gonna make police officers to bend over for every single person especially when one is committing a crime.

heh good point. Some cops could probably mis-read the hand motions as aggressive and not as a means of "verbal" communication.

Not always!...This deaf lady was in her 50's, not good health, no felon arrests ever!...(I will not say what she was arrested for, but it was for a very "minor" infraction)....The cop arrested her, along with a 7-month old black lady....put them inside a hot Cop car, left them there for about 20 mins. while he "went over" his paper work. This cop was very obese! The front seat was pushed back so far, the deaf lady and the pregnant lady had "barely" just enough room to get inside the car! Both hand-cuffed from the back, very tightly!....When they arrived at the police station....the cop got out....commenses to joke and talk with other cops outside of his patrol car......It was more than 1 hour before they took them into Search, then took off the cuffs.....

I can see being cuffed in the back for a deafie if he is fighting, drunk and disorderly, making threats, etc.!....But for an elderly woman not in good health, and a black lady 7 months pregnant???....Are they gonna "choke" the cop?....Nah!....Regardless if it's a "rule of thumb" the cops have....some are very ill-commpassionate!...I've also heard of deafies being arrested, cuffed in the back....taken behind a shopping center....where the Cop meets his "buddies"....gets out and has a "good ol' party"...laughing and whatever, until the Cop decides to go ahead and take the deafie to the jail.....still tightly cuffed in the back, until the blood circulation is painful!

file a complaint against that officer. if you are injured by officer, file a civil lawsuit.

Many, many deafies have filed a complaint!...And met with JSO, and the lawyers. Even discussed about the "broken" phones in the jail!...Lack of intrepretors, etc., etc. ....This meeting took place in Tampa.

The outcome??...JSO officers were to learn "basic sign language", be more aware of deafies needs, have the phones checked at the jail, to be in good working order, ....the list went on and on..... Jeez!...what a crock of shit!

And I still feel that "cuffing deafies in the back" is wrong! As long as they have not committed a felony, are not disorderly, are older, pregnant, mentally challenged....why are the police taking away their only means of "communication"??...The police surely "don't duct-tape" their mouths of a a hearing person. Why should deafies have to endure this?

But, for the most part, even if the police do learn the basic signs, they don't allow the person the courtesy of being able to use it. The officers don't feel it's worth their time, or we deaffies need to learn to speak and whatever, or don't feel they learned it right.

That's right, people could easily BITE an officer if they wanted to, and bite them til they bleed too, but they don't tape their mouth as it is a form of communication.

I think anytime they arrest a deaf, they MUST take them to the police station right away as they can so a deaf person can have an interpreter. No waiting because there probably health issues they don't know about.

the cops ignore hearies anyway. just cuz somebody can talk doesn't mean officer would listen. if they feel like it - they can trump up more criminal charge.

I meant I am glad I had not been in another bad car accident where there was a need to use an ID saying I am HOH. I have been thinking of getting an ID bracelet saying I am HOH incase I am in another bad accident.

oh ok. yea me too. damn I remember saying that I was gonna get one but that was several months ago. Looks like I forgot again :roll:
