no. but you can create a new account.

In spite of the issues I have with her, I do not believe she would come back under another name. I don't beleive this newcomer is her.

They can't, I don't think.

But anyone could create a brand new account and be back on the site. I'm not saying this is her, I'm just speaking generally.

That's a good point. Is that how they keep banned users out, by blocking the specific IP address?

Technically I suppose anyone could go to a coffee cafe or library or whatever because it would be a different IP address at that point.
