Why aren't tourists visiting this monument?

I was surprised to learn about the monument. My two Navy destroyers were moored on that very corner. We parked our cars there. I was there from 1972-1974. The large building next to it was there then and also the drydock. Back then it was called the Military Ocean Terminal, Bayonne.

so it's in Bayonne.... yike. ghetto town but I'll visit it when I pass by it.
