Government considering issuing driving licences to deaf

Around 50 million people in India with impaired hearing may soon be permitted to drive. The central government is considering issuing driving licences to the hearing impaired and is consulting health specialists on the issue.

The government's move was informed by counsel Jyoti Singh earlier this week to the Delhi High Court.

Informing about the move to a division bench of Chief Justice Ajit Prakash Shah and Justice Rajiv Sahai Endlaw, Singh said: "We are consulting health specialists and a study is being carried out as to how hearing impaired disorder can affect driving. Earlier studies show that impaired hearing lessens the sense of judgement while driving."

"Though technical specialists did not agree with us on our move of giving licences to the deaf, we are still trying to consult the health specialists," Singh added.

The union road transport ministry and department of health are presently reviewing the case.

"It's a positive approach. At least the whole thing is now being re-looked at," the bench said.

At present, the Motor Vehicles Act prohibits the deaf from obtaining a driver's licence on the ground that they could be a source of danger to the public.

The court has directed the government to give its final report by Feb 17.

The court was hearing a public interest petition by the National Association of the Deaf (NAD), seeking a direction to quash the requirement of having no hearing impairment for the issuance of a driving licence.

The deaf are allowed to drive all over the world except in 26 countries, including India, NAD said.

Medical experts say those who can hear up to 60 decibels with the use of a hearing aid can be permitted to hold a driving licence for private vehicles, while those with a hearing level of up to 40 decibels with hearing aid can be allowed to drive commercial vehicles.
 
I didnt know it was already posted. I had searched before I posted. My definition 'ugh' is my expression of disbelieve.. Couldnt believe that India and 25 other countries still haven't issue driving licences to the Deaf.
 
Have you ever seen how people drive over there? It's insane. All sorts of vehicles, bicycles and such sharing the same roads, it's hectic.

like New York City? If yes, I have driven through so many times :)
 
In those countries like India.. they do not have a controlled traffic system like America. They rely on auditory cues (honking, yelling, etc) to communicate with each other on unregulated roads. Turns out that it worked out pretty well for a long while... but it only takes 1 fuck-up to make a big mess.
 
Ah okay.. so are you trying to tell me that deaf people shouldn't be driving in India?

if the traffic system is dependent on auditory cue, then no deafies should not be driving in India. It's for everybody's safety.

I hope you're joking.. There are million of d/Deaf people who are very very stone-deaf and still can drive.. AND drive better than hearing people.

I was very specific in what I just said - if the traffic system is DEPENDENT on auditory cue....... because these countries do not have money to build traffic lights and most of their traffic signs are hand-painted. Many roads in those kind of countries are unregulated but they rely on "unspoken" rule that everybody knows so....

One Honk means something and Two Honks means something else. and a long honking means.... well you know. Get it?
 
India shouldn't be allowed to issue driver's licenses to anybody. A young guy from India ended up on Canada's Worst Driver. He said that all he had to do to get his graduated license was turn on the vehicle. What astonished me was the fact that Canada recognizes driver's licenses from India. That definitely needs to stop.

EyeBlueDeaf, did you notice on the picture is way too many vehicles on the roads and boy, having a deaf driver try to drive in this crazy roads in India. I don't see any traffic lights or special signs on the side of the roads. They are worse than in USA. In New York City, there are always lots of traffic going on and could get into the accident and that is why many ( no matter hearing and deaf) people take taxis to get into the city just to be safe. It is all about safety. Yes, we can drive but much better than in India.

Well, I like to keep the motto true "Deaf People can do anything but hear".. now looks like we have new motto "Deaf People can do anything but hear or drive in India" :) (please note the smiley)
 
Maybe one of those little "tooters" that are used on bicycles might do the trick!....All deafies could "toot, toottt. toottttie toot!"...which would mean "get out of the way, deafie coming thru." :laugh2:
