Also, are you saying that one person has only one debt?

If a person has 5 credit cards from different bankers, and end up only owe only one?

Here is what going on, a country CAN borrow multiple countries PLUS can lend to multiple countries as well. Just exact what today's bank is doing, when you save money to the bank, then that money that you put in the bank will be lend to somebody else at higher interest rate, in hope to reap the profit. That is how it works.
