What a waste: Hauler filmed mixing trash and recyclables

Think your recycling efforts are helping the environment? So did Tobyhanna resident Noreen Gorka. Maybe you both should think again.

Gorka, a resident of Stillwater Estates, is a recycler. She signed up with RHS Waste Services of Tobyhanna, and began working with them in March. She soon noticed their driver dumping all the recyclables in the same container as the trash. Gorka had a good view of it, since she works out of her home, and her desk faces the front window.

She called a woman named Maureen at RHS to complain. "I said I just saw your guy dump my recyclables with the garbage. She said she would talk to him," Gorka said.

Then the next time she saw the RHS truck in front of her home, the driver pulled up and dumped the garbage in, according to Gorka.

"Then he looked around to see if anyone was watching him, and dragged the recyclables to the other side of the truck, and then he opened up the door and dumped it in the same container. That's when I got angry and called you," she said.

Gorka set up a video camera and a few weeks later captured one of RHS's drivers dumping both her garbage and recyclables in the same truck.

"It made me very angry. They lied to me and wasted my time," she said.

Turns out RHS's actions weren't just wrong. They were a breach of county and state law.

"If they are mixing recyclables and trash, it is a violation of the Monroe County Waste Management ordinance and also a violation of State Act 101, which addresses the proper disposal of garbage and the separation of recyclables from the waste steam," said James Lambert, executive director of the Monroe County Waste Management Authority.

Once recyclables are separated from the waste, Lambert said, they can not be put back in. Penalties can go as high as $1,000 per incident.

It is a violation of an ordinance — a summary violation and a fine, according to Lambert.

"If they don't correct it, they could lose their license to haul garbage," he said.

Waste haulers can't load recyclables and trash on the same truck either.

"They are not allowed to say they separate it at their plant unless they have a state-permitted facility and are included in the county plan to do it," Lambert said.

If they find cause, the waste authority can issue a summons to the waste hauler.

"We do a lot of illegal dumping investigations and clean up sites. Our guys can go out and issue a summons and usually get sites cleaned up within 10 days, or go to the magistrate," Lambert said.

The most common violations are for piles of tires, trash stockpiling and construction debris sitting around for a long time.

But it's not always easy to catch violators.

"We get these complaints and, as we get them, we investigate them. If we don't witness it, we need a witness. A lot of times people don't want to be witnesses," Lambert said.

Mark Carmon, community relations coordinator for the state Department of Environmental Protection said the township is the first place an individual should go if they have a question about recycling ordinances. If they receive a complaint from an individual or the municipal waste authority, they will investigate as well. But that process isn't clear.

"Act 101 was never envisioned as an enforcement tool, but there are some enforcement criteria in it," he said.

Tobyhanna Township Zoning Officer Phyllis Haase said the township is in the process of rewriting their recycling ordinance to be more consistent with the county. She hasn't received any complaints about RHS, but works closely with the waste authority's lead investigator, Officer Pete Tambasco.

"When we have problems we contact the Monroe County Municipal Waste Authority, and they have been very proactive in addressing those problems," Haase said

RHS Waste Services did not return calls from the Pocono Record for comment.

Now, Gorka drops off her recyclables at a township collection center on Laurel Road in Tobyhanna. But she has to sort the plastics and glass.

Lambert said the municipal waste authority will investigate Gorka's complaint and, if warranted, issue a summons.

This is crazy and unprofessional job of the waste haulers. Not only they broke the law, they broke the trust of their customers as well. Hopefully they get to clean up their act and do the job properly.
 
There was something about this on 20/20 or 60 minutes a few years ago. Now my family believes that no one recycles. My brother worked at a grocery store where they had a plastic bag recycling program, but he saw them dump them with the trash. My family don't take recycling seriously like I do.

I worry if our money is being used towards recycling since they have mandated recycling in our area. I never see the recycling bin empty with the trash at the same time. Another truck comes by later to dump recycling together. They don't require separating.
 
Yes, my family and I have been doing our bit with recycling for a few years now and hopefully, the garbage workers are carrying out their duties properly.
 
We do recycle. Lucky in my town you always see the separate trucks for garbage and recyclables. I see them pick it up separately.
 
I find it disgusting that my job in Bellevue (rental car) don't recycle materials. They throw everything in the trash in a big trash container outside.

That's pretty bad.

But unfortunately Seattle is just as worse. They are militants when it comes to recycling. They even go through your personal garbage to see if there is any recyclables and if there is any in your garbage, they slap you with a fine and won't take your garbage! :shock:
 
I am recycling my water bottles :) I sure hope residents who separate trash for recycle aren't wasting their time due to issues like this. I know my uncle has to separate his trash in 3 ways, greens (grass, leaves, plants, etc.. , bottles (plastics, glass, etc.. and regular trash what a process the city requires.

Yep, Seattle has a strict program for that. Yes, there are a lot of homelesses in Seattle that like to look into the garbage for things that were thrown away. I don't think Bellevue has that law, yet.
 
Geez..I recycle so I hope the company is honest. I dont know how strict the laws about recycling in MD are.

I've had to deal with similar issues at RIT when I was a RA.

We have trash rooms on each floor by the elevator. Each trash room contains 3 trash bins and 2 recycle bins. One recycle bin is for bottles and cans, while the other is for papers. We also have signs in the trash rooms saying things like, "When trash is added to recycles, all recycles become trash."

Some students will go in there and just dump their trash in the recycle bins. When that happens, the whole bag has to go into trash. :(

It's actually for home but work is other way, I did recycled the cupboard/boxes in baler and threw plastic wrapper in plastic bin at work, that all.

I don't understand about what are you shocked, I asked what's wrong with you.

You misunderstood Secretblend, that's why. Many people would not be honest and say, "I do not recycle" but you were honest. That's what Secretblend meant. It was a compliment from him.....

Too many thieves steal stuffs to make money off it at recycle place. Just found out today that my son worked on motorhome for his customer and one early morning someone came along and took alot of part off that motorhome and put in the back of truck to go to recycle to make off money. My son lost some money on this.

And also people who live in city here, must have two trash cans, one for recycle and other for regular trash can. I knew someone who put cans and water bottle into recycle trash can and someone walk by and stole them out of trash can which he had been doing this for awhile. Then recycle company charged owner of the recycle trash can more for not fill up the trash can. He was puzzled by it cuz he had always filled up every week then out of blue they told him, it was empty.

Also they charged us every time we buy soda or water bottle extra for recycle and expect us to bring them back and get money back from recycle center. I do not see how we make money off them except for theives.

Yeah I saw that sign. I wonder if the place they take the trash to have sorters like some places do. I'd sometimes move stuff to save the recyclables if there was no disgusting goop dripping into the recycling bins. I saw a lot of messes in the days before breaks, especially summer.

I once found a bottle of discarded medicine and the label had the name of the person and a note saying it was a controlled substance! :eek: Why do those who tossed that and papers with their SSNs on it put that private information into the bins? :shock: I hope the medicine didn't go to a leaky landfill.

A friend once found a working printer with separate colors of ink cartridges in it.

Me too. I prefer trash more because they make cost less for us to throw
in the trash than recycling. :)

But, I hope my cousin won't see that because he is environmentalist. If he
saw that, he would be outraged and bad temper in his life! He will going to be very pissed! :mad2: :rl:
