Credit Card Accountability, Responsibility, and Disclosure Act of 2009
WASHINGTON – Today, President Obama signs the Credit Card Accountability, Responsibility, and Disclosure (CARD) Act of 2009, marking a turning point for American consumers and ending the days of unfair rate hikes and hidden fees.

Americans need a healthy flow of credit in our economy, but for too long credit card contracts and practices have been unfairly and deceptively complicated, often leading consumers to pay more than they reasonably expect. Every year, Americans pay around $15 billion in penalty fees. Nearly 80 percent of American families have a credit card, and 44 percent of families carry a balance on their credit cards. To tackle these problems, the Administration moved swiftly with the Congress to enact reforms.

"With this new law, consumers will have the strong and reliable protections they deserve. We will continue to press for reform that is built on transparency, accountability, and mutual responsibility – values fundamental to the new foundation we seek to build for our economy," President Obama said.

In the Senate and throughout the campaign, President Obama called for measures to strengthen consumer protection in the credit card market. This legislation was made possible by the leadership of Chairman Frank and Representatives Maloney and Gutierrez in the House, and Chairman Dodd, Ranking Member Shelby and Senator Levin in the Senate. It builds on the strong first step taken by the Federal Reserve toward improving disclosures and ending unfair practices.

Too bad he won't make Congress accountable for their own free-wheeling debt busting spending as if they think they have an unlimited amount of credit on money we don't have. How ironic to see Barney Frank and Chris Dodd names in this considering what they've done and are doing now.

About time! I don't use credit cards but I do think people deserve better than what they get from credit companies.

agreed! it's about time we consumers have some protection against merciless credit card companies!

Yea! I am fiscally responsible though so it's not going to make much of an impact for me. :)

Nothing wrong with a well managed credit card. Especially if you travel and have a fluctuations in income. I have seen people get in terrible trouble with them. It is not so tough to do either. Some are designed to trap people just by way of odds. So I agree with Shel the damn things are evil but like so many things in our world they have a good side. The good news is that they are a man made item and can be engineered to be good with less bad. YES on that.

I agree, I got sick and tired of hard to understand (that appears to be a bunch of jargon) fees.

And that only the first timers and high risk (poor people are usually considered high risk) are forced to pay a higher interest rates as if they are rich.
 
I used to have 5 credit cards and was over $60K in debt in 2002. Now, I have 3 and cut my debts more than half of that. One of the 3 is soon paid off and I will cut up the cards just like I did with the other 2. Then work on the next one and cut it up and then work on the last one but keep the card and balance at 0 just in case. that's my 5 year plan with the f***cking credit cards. I have come a LONG DAMN WAY!

Getting past the halfway point is a happy milestone! I know myself too well to allow more than one card for myself. It has been a good thing but that line is always there. No righteousness here -- I have been all over the edge of the abyss, a few times hanging on by one hand and dangling-- only good luck and the grace of God has saved me in those times. I hope you have a great new year ahead Shel.
 
Credit cards interest rate is too high! My few credit cards s balance is paying off to zero. Use debit card in all times to spend. Should use mortage loan for house or improvement payment.. that's low interest rate.

Thanks..i was in such a major fuck-up situation in 2002 and almost filed for bankrupty but I didnt. I worked two full time jobs for 2 years instead.

I still paying off on my FUCK credit card about 1k that all. It's slowing down to pay off because I don't have job. :-( I hate credit card and DEBT!!!!!

I agree with Shel said Credit Card is EVIL!!!

I got myself in a huge mess after my ex hubby left me..used credit cards to support myself through grad school. Yea, it was worth it but the same time, it created this bad financial situation I am in now. I wasnt born with a silver spoon like some people are. Had to work my ass off for anything I wanted. Oh well.
 
I wish my parents had taught me the evils of credit cards. I had no understanding of them so when I got my first one at 20 years old with a balance of $5,000, I went crazy buying all kinds of stuff that I didnt need. It took me like 10 years to really understand the implications of getting oneself deep in credit card debt. My parents really never taught me about real life..I had to learn the hard way. Right now I am teaching my daughter all the pros and cons of real life.
