I'm sorry about the casualties. Chemical plant explosions and fires are terrible things to experience.
I guess some parents might consider potty training their kids a little sooner. (I think it's a racket how diaper companies encourage kids to stay in diapers for more years than ever, and the parents buy into it.)
Plain disposable diapers without the SAP, and cloth diapers are options. Most parents like the SAP diapers because they don't have to change them as often (which is a bad idea). It also makes potty training more difficult because the child doesn't feel the discomfort of a wet diaper as much.
My daughter is using cloth diapers for her guy, so she won't be impacted by this. Luckily she's not planning to put him in day care, so that won't be an issue (day cares generally, at least when my kids were babies, won't use cloth diapers).
