I heard that the shuttles began having problems with the tiles falling off after they started using a weaker kind. The reason NASA switched to the weaker tiles was because the environmentalist groups complained that the original tiles weren't environmentally friendly. So, the safety of the shuttles was sacrificed to appease the radical environmentalists.
