well to be honest.. its a good budget plan.. i believe. by forcing people to find ways into saving money in gas, reducing traffic, etc.. to be honest.. the twin cities area in minnesota is TERRIBLE traffic i've ever seen. by going 5 miles can take you half hour. this is terrible. its less than 1mph average. druing a busy rush hour season
 
carpooling isn't so bad at all we don't have that here in the big island, however. in mainland having the carpooling is a factor when it comes to the Calfirna State due to congestion and high cost to get across the bridge.. last i heard was 5 bucks to go across the GG bridge... it may have jacked up since then. so poeple pitch in other cars and helps with the gas to save the cost of driving unbearable.
