I think we are talking about two different things. I am talking about the shooter, Floyd Lee Corkins II.
He is the one responsible for the crime - no one else. We can play the blame game all day - but when it comes down to it, no one is to blame except Floyd Lee Corkins II. He pulled the trigger with the intent to kill. He is also going to be charged for carrying a firearm in a gun free zone.

I'm an old timer, too.I never head of a kick in the bucket for the same meaning.

Had to hold off posting a reply until I checked with some relatives much older than me. The term: drop in the bucket.....is just as you linked it.
The term: kick in the bucket...come from before water could be transported by pipes. In those days it was a well or pump. However, most homes also had rain barrels. Often a family just put a bucket under the down sprout and when there was too little rain run-off they called that a kick in the bucket because often folks would be upset to see so little water that they kicked the bucket.
One had to live in the deep poor south to have heard the term. First time I lip read my Grandmother saying it, I was totally confused.

Just FYI:
A drop in the bucket = small, insignificant amount of something.
Kick the bucket = to die.
Kick in the seat of the pants = delivering a wake-up call.
