Pardon my ignorance, but is there a reason why one cannot verbally enunciate using SEE? I'm not a SEE speaker and never was one.

I believe he's being facetious, implying that one could communicate using SEE, but not verbalize. Or are you be facetious too, and I'm just slow?

A person does verbalize when they sign SEE.....as the one of the rules go:

"sign what you say"
