I have a 1974 Ford F350 Dually. Will it be safe to drive it on ice/snow? We are expecting a severe (to us) snowstorm with icy roads.
 
It depends on a lot of things. What condition are the tires in?

I also have a Jeep Grand Cherokee 4x4, with a Chrysler 318 in it, but I want to drive the dually to help the expected stranded motorists, it has more torque (460 motor).
 
My uncle is still driving a 1974 Ford pickup truck.

Use low-range 4wd. The torque of the 460 would spin the tires if there is much snow.
 
ok, lets be serious for a bit for the noob.

First, get sand bags to put in the back of the truck... put in some good 300-400 pounds on the very back. This will give you a lot of needed traction in the back so you don't look like a fool spinning your tires everywhere.

Second: use straps NOT CHAINS!

Im also assuming you know how to use the brakes..
