He was giving an analogy. The analogy makes it clear that he believed these possibilities to be ridiculous.
you will note that he also knew that it was too idealist to let the people decide for themselves. that concept is noble and wonderful but sometimes it is necessary for government to step in and start "governing".... such as this soda ban. (government is "people" too).
in this case - the corporations have gotten to powerful and shrewd. despite of public awareness, people are continuing to harm themselves to the point where obesity is a national crisis in this country. it's a national security issue as well.
that's why Mayor Bloomberg felt compelled to step in and flex the power of people to corporations.

That is exact what excise taxes are for. Bloomberg is free to add city excise taxes on sugary drinks if he wants to and that would be better government than ban them which is what Tyrannies are doing.
