The milder temperature only happened when rain is coming in my state.

We had a nine days heat wave in my state and we had 3 heat waves already
that does not feel cold to me.

It's below normal temps around here as well. It didn't even feel hot for 4 days straight.

My understanding is that what they are saying is that when a temp is extreme enough to be a new record more often than not this year the record has been a record low rather than high. They are not saying there were not hot days but the hot ones were under the record for high temps.
