What is the policy on refills in the general area? Do most have free refills? Where I live it would be unusual to NOT get free refills.

In this area (SC Lowcountry), free self-serve fountain refills are standard, and most restaurants also offer to serve free refills.

It was a shock to us when we travelled to my home state of Connecticut and found out that drink refills of soda were NOT free.

I do not drink lemonade it's loaded with sugar and I do not like tea anymore .
I keep away from sugars drinks they bad for you and your teeth. We only had soda in my house once a year , dad would buy Kosher soda from my aunt and uncle grocery store.

I do remember someone who kept all her McD's cups with top and straw in her car....whenever she wanted a "free" drink(s), she just picked up the cup(s), walked into McD's and got a refill.......Dunno if she ever got caught tho;......people do all sorts of stuff to get something 'free'...
