As a compliance officer and manager in the Human Rights Commission's Lesbian Gay Bisexual Transgender & HIV Division, Brinkin was responsible for enforcing anti-discrimination laws such as San Francisco's first-of-its-kind ordinance requiring city contractors to provide health benefits for workers' same-sex partners. The nonprofit that organizes the city's gay pride parade honored him for his work in 2002.

He also oversaw discrimination complaints, including a 2003 claim by an HIV-infected gymnast who claimed he was fired by Cirque du Soleil because of his health status and a 2005 investigation of a gay bar that was accused of discriminating against black patrons.
