(b) Effect of Withholding of Funds.— No funds withheld under this section from apportionment to any State after September 30, 1988, shall be available for apportionment to that State.
(c) Alcoholic Beverage Defined.— As used in this section, the term “alcoholic beverage” means—
(1) beer as defined in section 5052(a) of the Internal Revenue Code of 1986,
(2) wine of not less than one-half of 1 per centum of alcohol by volume, or
(3) distilled spirits as defined in section 5002(a)(8) of such Code.

Your posts just basically proved me right and strengthened Judge Bolton's ruling.

The police officers are not enforcing a federal law. they are enforcing the state/local law which deals with DUI, inebriation, underage drinking, or any other alcohol-related crimes. The state/local police officers are prohibited from enforcing federal laws. Only federal agents can do that. There are no federal penalty on alcohol-related crime.

This "Charlie Chan" was never an Asian person to begin with. He was a Swedish American actor. His own facial features allowed him to play Asian roles.

So that explain why there is someone beside Chinese person to play the role of a Chinese Detective in the "Charlie Chan" in the movie series. I did not know that. Thank you, Kokonut. What a bummer! It is the same with white men to dress as "Indians" or "Injun" which is racist. That made me mad. Now we try to have more Native people to do roles in their own movies or portray police persons (men and women) in other programs. I am glad there has been change. Don't forget hearing people tried the role as "Deaf" people in the old movies and I am glad that Marlee Matlin had changed the hearing people thinking of what the Deaf person is suppose to act because of the Deaf Culture.
