It could be for a number of reasons.

The owner probably wasn't feeding the horse enough.

The horse probably is supposed to look that way.

The horse is probably abandoned or a stray, but couldn't find enough food himself. (I've seen some stray cattle in the middle of nowhere that look like this.)

The horse is probably sick that leads to looking like this.

Etc... etc...

we have started an emeracy feeding liqard of 5 days long. plus put her on a rice based broodmare mix. and a really light medow hay

Insufficient information to determine whether it is abused or not.

Therefore I can't vote

As horse owner (I have owned few ex racers) this mare is extremely thin and looks like she got Grass Sickness but without knowing full story, this horse is clearly in need of vet's attention (now u have mentioned 5 day long on drip Thats good of you, well done) It's no surprise she had lost her foal, she viturally has no nutrients to contiune with the pregnacy... If this is abuse the previous owners must be named and shamed!!

"she's Lovely"..... she looks like she has no energy to bite... be careful onces she starts to feel better. Hopefully she'll turn out to be lovely little mare
Hope you can get her back in good health, please consider carefully what you want her to do in the future.

Good luck
