If you're talking to a stranger, then the weather would be my first thing, or complimenting on their dress/hair-do/shoes....but to my friends, all depends upon what they are interested in, such as their flower/vegetable gardens (if they have one)...kids...local news...crime around the neighborhood, etc., etc.
