The flags you see are used for on naval ships while blinking lights are used on land by the military in certain situations and they also can be used in naval waters too as well. Civilians use the blinking flashlight both on land and in the water. Some hunters and fishermen also use the morse code with a flashlight

Sadly, the military doesn't require people to learn Morse Code anymore.
