Well it's illegal to discuss anyone's medical / mental health issues. She can't come right out and say "Yes, he was Schizophrenic" or something because she'd be breaking HIPPA confidentiality that places that house the mentally ill are also held to the HIPPA laws and regulations.

You see, they provide a home to homeless people and people with mental illness so he could be formerly homeless with no mental illness or he has a mental illness while being homeless. Eventually we will find out.
 
I agree with this quote from a resident in the article:

Why the HELL was the guy allowed on the streets with police records he has?? I wonder who is going to take care of man mother , what a senseless and tragic crime.
