Driver blinded by sun hits deaf pedestrian in Cedar Rapids

My Jeep has tinted windows. I use a sun visor, and wear sunglasses but there are still certain times when I'm practically blinded by the sun when it's close to the horizon. I drive slower then but other than that, there's nothing much you can really do about it.
 
I remember the news about a pile up on I-405 in the suburbs of Seattle. It was raining hard then suddenly the sun came out and it blinded few drivers, then many lost control and slammed on the brakes causing a 40+ car pile up. That kind of weather is very dangerous. I've had that similar experience but I drove slowly and try to stay back as far as possible.
