There are White curbs, I think you can't park at that curb.

Green curb, I think I can park on that a long time, but I never seen those.

Yellow curb, I think I can park at that.

Reb curb, that is for emergency, I can park there for emergency reason.

Blue curb, I can't park by that, because of disabled people need that.
Well I am deaf, I should be able to use that, right?

Do you mean the curbing of the street (such as for parallel parking), or do you mean the concrete bumpers used in parking lots?

In general:

Yellow means "no parking".

"Emergency" means for police, ambulances, and fire engines. It doesn't mean for your personal "emergencies".

"Disabled" or "Handicapped" parking is only for people who have handicapped parking decals or license plates. Just because you are deaf doesn't entitle you to handicapped parking.

If there is a "no-parking" sign, you can't park there, whatever color.

You still have to follow the other parking rules (distance to corner, fire hydrants, etc.).
