Personally, I have referred to teens as kids. Reason: Because, they are. In the United States, you are a child aka a KID until you reach your 18th birthday.
Some might find that offensive, but I really don't see what the big deal is. If a person doesn't want to be called a kid, they can request not to be. But, that doesn't negate the fact that that's exactly what they are. A child or a kid.
Legally it means that one can engage in a contract. The same or a different minimum age may be applicable to, for example, parents losing parenting rights and duties regarding the person concerned, parents losing financial responsibility, marriage, voting, having a job, being a soldier, buying/possessing firearms (if legal at all), driving, travelling abroad, smoking, sex, gambling (both lottery and casino) being a prostitute (if legal at all), being a client of a prostitute, being a model or actor in pornography, etc.
In most of the modern world, including the United States, the United Kingdom, and China; legal adult age is 18. Exceptions:

I have disagree because 13-17 is considered to be teenager, even under children. Legal adult is start at 18 and up because allow to watch porn movies, read porn book, play games based on AO "Adult Only" but rare to make it and other thing.

Right. I would consider a teenager a CHILD, even if they are a teenager..."teenager" describes how old the CHILD is...sure, the teenager might not like it if I call her/him a kid/child...sure, I won't call him a child in front of him, but by LAW he is a CHILD...
Teenager = a child that is 13 years old to 18 years old.
19 years old = a LEGALLY ADULT teenager.
