Instead of simply making blades spin you have this over-engineered system to suck air in and duct it back it through vents around a big weird looking hoop?

Safe and easy to clean, sure, the hoop bit. What about the complicated mechanism inside the base? That'll fill with dust like the fans in your computer.

Plus the smallest Dyson tabletop fan costs $200. My Whirlpool table fan cost $50.

i dont actually have one i just been in room with one going and it was heavenly on that hot day..my fan is blades...the reason i dont have dyson fan is cost you right.
