Because Michigan and Florida moved their primaries early without consent of the National party and therefore being penalized.....

I think that is how it was explained.....

Yes, Florida was punished by the DNC (Democratic National Committee) for moving its primary date up. That means, the delegates from Florida won't be allowed to participate in the national Democrat convention this summer.

...The Democratic National Committee (DNC) announced it would not allow any Florida delegates into its late-August convention in Denver, while the Republican National Committee (RNC) decreed it would only host 57 of the 114 delegates allotted to Florida Republicans in its early-September convention in Minneapolis.

...Per the DNC's punishment for moving up the primary, Democrat candidates were barred from campaigning in Florida, although local grass roots organizations have been doing it for them. The RNC, on the other hand, has permitted candidates like Rudy Giuliani to campaign here for weeks...

According to the Florida Democratic Party web site, party officials plan to appeal the DNC's decision to the apparent nominee, who could emerge after most of the nation's primary results are tabulated....

The Republican and Democratic parties each hold a national convention later this year. The delegates to this convention represent each state. Those delegates will vote at the conventions to decide who will be the presidential candidates for their respective parties.

The delegates from Florida will not be able to vote at the national Democratic convention (unless they win an appeal). That means, Florida loses its power to have a say in the selection of their party's candidate.

Does means Florida will be red state on Nov 2008?

It just means their delegates won't have a voice at the national Democratic convention this summer. All registered voters can participate in the national election in Florida in November.
