As I understand it rape and abuse is more about power than sex... If a 12 year old is trying to have power over a 9 year old then it's rape and abuse... But if it's a friendship and it's either welcome or curiosity or less understood then I think it's innocent.

If it was friendship, then tell me why 9 years old turned out to be registered sex offender at 17 doing with 12-15 years old boy at RSD? there was no force action or anything. if the housemate staff did not open the door and caught them in action, he would be not a registered sex offender in the first place.
