One must figure out what perspetive he/she follows.
- Love everyone no matter their fault.
- Eye for an eye.
- Punish one for one fault.
If one is a lover, then he/she must realize their faults and try to help them.
If one is a fairly minded person, then he/she must rationalize an equal amount of treatment or punishment on them in which was inflicted on the victim.
If one is an absolutist, then one must vehemently stop one's action by eliminating them in order to enforce deterrence.
One must also realize what moral values they believe in.
- Religious values.
- Taught values.
- Logic values.
If one is a religious person, the most reward will come from loving (respecting/fixing) an offender. The second accepted reward would be to provide an equal treatment/punishment so the offender will realize his errors. The last would be to punish severely or in religious cases, stop the offender by the death penalty. It is up to the person who truly believes what is right under the eye of God.
If one has been taught, then the most reward will come from within. What satisfies their own feelings will prove best. Since this will range varyingly among the people, there is no right answer.
If one relies on logistics, then the most reward will come from what makes sense. What determines sense would be borderline to science - the magic of cause and effect will dictate what is correct or incorrect. In this case, some may argue in favor of equal treatment or punishment, and in other cases, some may argue in favor of absolute punishment due to the theory of chain of effect.
As with the case of values, it's difficult to say what is right or wrong. It all depends on who follows what...
